History

Manipur Milk Producers’ Co-operative Union Ltd. was established in the year 1985 and registered with the Registrar of Co-operative Societies, Government of Manipur under the Manipur Sate Co-operative. Act 1976, bearing Registration Number: 5 of 1987. It was originally registered as an apex co-operative body in the name and style as “Manipur State Co-operative Milk processing & Marketing Federation Ltd.” It was affiliated by two District Milk Co-operative Unions of two Hill districts viz Ukhrul and Senapati and a number of Village level Primary Dairy Co-operative societies spread over the entire valley areas of the state. In pursuit of its objectives, the state dairy Federation, in the initial years, started milk business by collection and selling of fresh milk produce of some of its affiliated village dairy co-operative societies. However, the business could not sustain due to lack of milk processing and storage facilities.

 

The Department of Co-operation, Government of Manipur had taken a pivotal role in promoting this Institution in the state in line with the dairy development policy adopted in other advanced states. The state federation, however, missed the “Operation Flood” programme – a dairy development programme sponsored by the National Dairy Development Board (NDDB) till 1990. Later in the financial year 1993-94, Manipur was covered under the CSS entitled ‘Intensive Dairy Development Project’- a project of the similar model of ‘Operation Flood’. In order to pave the way for undertaking the project, the erstwhile state Dairy federation of Manipur was modified into a two-tier apex organization re-designated as “Manipur Milk Producers’ Co-operative Union Ltd”. 

Our Role

The Manipur Milk Producers Union plays a crucial role in enhancing dairy farming and milk production in the region under the National Programme for Dairy Development (NPDD). It focuses on organizing functional Dairy Cooperative Societies (DCS) in villages with potential for milk production, motivating dairy farmers to collectively market their milk, and ensuring that existing societies operate efficiently. The Union is responsible for milk procurement, providing an assured market and remunerative prices based on milk quality, and maintaining the quality of raw milk with chilling facilities. Additionally, it offers technical support services, including reasonably priced cattle feed, animal health care, artificial insemination, and knowledge upgradation. Training in clean milk production, animal breeding, and health care is provided to dairy farmers, alongside exposure visits to leading dairy cooperatives for further learning. The Union also focuses on milk processing and marketing, upgrading facilities to enhance capacity, and establishing milk parlors for direct distribution to consumers.

COMPLETED PROJECTS

Intensive Dairy Development Program

As per the guidelines of the IDDP-I, the Manipur Milk Union jointly implemented the project with the state Department of Veterinary and AH Services. The Manipur Milk Union shifted its office from a rented room at Moirangkhom, Imphal to Dairy Complex, Porompat in 1994. The Managing Director and other technical and administrative staff (5 in number) were provided by the Veterinary Department. The Director of Veterinary & AH was appointed as the Ex-officio Managing Director of the Milk Union in pursuance of the project guidelines. The IDDP-I was implemented in 4 (four) valley districts of the State. It commenced from the year 1993-94. The role of the Milk Union was to take up Milk procurement and Extension services and the Department of Veterinary which owns the Central Dairy Plant was responsible for Processing & Marketing of pasteurized Milk. The management of the project was monitored by a Technical Management Committee chaired by Administrative Secretary (Veterinary & AH), Government of Manipur. The project was inordinately delayed in its implementation due to several administrative constraints and was finally closed in the year 2006.


The IDDP-II was sanctioned with a project outlay of 1023 .23 lakh for Manipur Milk Union at the far end of financial year 2006-07. The project guidelines directed the State Government to hand over the Central Dairy Plant to the Milk Union so as to ensure autonomy in Milk handling by the Cooperative sector. The project area remains the same as of the earlier IDDP-I. An MOU with regard to transfer of the Dairy Plant by the State Government to the Milk Union on lease basis for a term of 5 (five) years was signed between the State Government and the Milk Union on 14th April 2010 and thereafter, the management of the Dairy Plant came under the Milk Union w.e.f. 1st July 2010. As per the MOU, the Milk Union was required to pay Royalty to the State Government (Veterinary Department) @ Re. 1/- per liter of milk handled. The management of the project was monitored by a Technical Management Committee chaired by Principal Secretary (Cooperation), Government of Manipur. The project was closed at the end of the financial year 2011-12.


In the meantime, the IDDP-III was also taken up which commenced from the year 2011-12 with a project cost of Rs. 553.36 lakh, covering 2 (two) Hill districts viz, Churachandpur and Senapati. It was aimed at establishing Mini Dairy plants separately for the two districts Senapati and Churachandpur with a sound base of milk production at the village dairy Co-operatives in the respective districts.

During the year 2012-13, a continuation project of IDDP phase IV started implementation in the 4 (four) valley districts of Manipur. The Milk Union continued to handle the Central Dairy Plant with up-gradation in its milk processing and storage facilities and manufacture of ice cream. The capacity of the Dairy Plant was targeted to increase from ten thousand LPD to twenty thousand LPD. 24 numbers of Bulk Milk Coolers were installed in different Village Dairy Co-operative Societies (DCS) and three Milk Parlous were opened in the Imphal areas. For several unfortunate reasons of bad law & order situation with frequent bandhs & blockades, and the management problems within the Implementing Agency, the implementation of the project was hindered.

 

The 2 (two) projects IDDP-III & IDDP-IV was closed on 30th June,2017.

 

Under NPDD (National Programme for Dairy Development) of Government of India, Ministry of Fisheries, Animal Husbandry & Dairying, a project was sanctioned for the Milk Union with a total outlay of Rs. 1017.96 lakh. (90% share of GOI while 10% is the EIA share).  In the project sanctioning committee meeting held on, 08/03/2018, advised the state government to fulfill the following 7 (seven) conditions for implementation of the project.

  •                     Involvement of NDDB for managing the and appointment of regular Managing Director
  •                    The autonomy of MMPCU and abolishment of Royalty Charges by the State Government from the Milk Union
  •                   Tie up with NDDB/NDRI/Government training institute for training of farmers and dairy personals.
  •                    Electronic transfer of payments to the farmers
  •                     Cattle induction to be restricted to SC/ST and BPL beneficiaries and the cattle purchased should be provided with UID and insurance
  •                     Cattle shed to be provided only to BPL/SC/ST beneficiary who are given with cattle under the Cattle Induction
  •                      Vehicle for Milk Procurement to be strengthened by transferring fund for vehicle for extension work. 

The Milk Union started implementing the project since April 2018. The EOP physical targets of the projects includes organization of 109 number of functional Dairy Co-operative Societies (DCS) and increasing milk procurement to 17500 liter per day for effective utilization of Plant Capacity of    Central Dairy Plant, Porompat.

 Under the project, facilities were created for milk chilling & milk testing at 000 DCS, milk processing facilities were upgraded at Central Dair Plant, Porompat and milk market outlets were opened at various locations in the project area covering 6 districts namely Imphal East, Imphal West, Bishnupur, Thoubal, Kangpokpi & Churacjhandpur. The project was closed on 30-06-2020.    

Milk Fortification Project

Milk Union took up Fortification of Pasteurized Toned Milk in collaboration with NDDB and TINI- Tata Trusts. Since the launching of the project, Milk Union has been producing & marketing Pasteurized milk fortified with Vitamin A & D with FSSAI certification. The milk packets thus bear +F logo to indicate the fortification of milk with   Vitamin A & D.

 

Under the project, Pasteurized Toned Milk produced and marketed by the Milk Union is fortified with Vitamin A & D. The fortification of Vitamins A & D is beneficial for the milk consumers as regular consumption of fortified milk will help supplement their daily intake needs of the vitamins and prevent from vitamin A & D deficiency diseases. The project has been taken up for the benefit of the public. People of all ages, particularly the children and elderly people need daily consumption of milk as a protective food and wholesome diet and with fortification with Vitamin A & D, the project will give an impact on general health

ONGOING PROJECT

NPDD-II

(National Programme for Dairy Development) under the Government of India, Ministry of Fisheries, Animal Husbandry & Dairying. The project is to close by 31-03-2024.

ACTIVITIES UNDER NPDD

DCS ORGANISATION

 

Functional Dairy Co-operative Societies are organized in the villages where there is potential for milk production. Genuine dairy farmers are motivated to form societies themselves in order to do collective marketing of their milk. In the villages where there have already been existing societies, efforts are made to make them functional in the ideal pattern of dairy co-operatives as per the guidelines of the project. The field staff of the Manipur Milk Union look after the management of the societies with regard to the maintenance of records and books of accounts. Under the NPDD, The Manipur Milk Union aims at organizing functional societies.

MILK PROCUREMENT

 

The primary activity of the Manipur Milk Union is to provide an assured market for the dairy farmers and ensure them a remunerative price on the basis of milk testing even at the society level. It is also important to preserve the raw milk in chilled condition until it reaches the Dairy Plant.  In order to enhance milk chilling facilities, DCS are provided with BMCs. At every DCS, facilities have been provided for testing of milk for each individual farmer for enabling payments for their milk on the basis of fat and solid contents.  Payments for the milk is made by the Milk Union to the DCS via electronic transfers. Many of the dairy farmers who have desired to get their bills to their bank accounts are also paid by made of Direct transfer via e-transfer. 

  

TECHNICAL INPUT SERVICES

Cattle feed is available in the local market at higher prices. The Milk Union makes available cattle feed at reasonable price for the dairy farmer members of the Milk Union.  A 2 MT capacity Cattle feed Plant has been installed. However, the effort is to be made to make it operational for manufacture of good quality balance ration for meeting the needs of the farmers on regular basis. Animal health care and Artificial Insemination services are availed from the Department of Veterinary & AH Services through its wide network of Veterinary dispensaries and AI centers across the state. Farmers are also provided technology initiatives and knowledge upgradation in natural conception, vaccination, de-worming, ethno-veterinary medicines, and so on.


EXTENSION & TRAINING

Dairy farmer members are given training for clean milk production and care to be taken in storage and transportation of milk at the DCS level and from the societies to the Dairy Plant. Relevant trainings are imparted to the farmers by the Milk Union on animal breeding, and health cares. The National Dairy Development Board provides Orientation training for the Board members of the Milk Union.  Selected Farmers are also taken exposure visits to NDDB, AMUL and advanced Dairy Co-operatives as a part of Farmers Induction program. 


MILK PROCESSING & MARKETING OF MILK & MILK PRODUCTS

Under the Milk Processing & Marketing facilities, the Central Dairy Plant, Porompat has been renovated. Milk chilling and Cold storage facilities has been upgraded to handle 20 thousand liter milk per day. Milk Parlours have been established at strategic points in Imphal and Churachandpur for distribution of the milk and milk products of the Milk Union to the public. 


NPDD-II envisages to set up a new Dairy Plant at Lamjao, Kakching district. However, due to the prevailing unrest situation, milk collection from far flung villages and milk processing activities are yet to be  taken up
